- When July arrives each summer, I am always amazed to realize that the year is half over! The first six months of 2008 have certainly been a whirlwind for Envision Central Texas staff, committees and board members as we launched or completed several exciting initiatives and events including the Vision Progress Assessment, Central Texas Greenprint for Growth, Quality Growth Toolbox and the Third Annual Community Stewardship Awards Luncheon. Take a look at our mid-year accomplishments report and the stories below to see how ECT has been helping shape our region's growth.

Are We Moving Toward the Vision?
 Envision Central Texas recently completed a Vision Progress Assessment initiative to gauge the progress
the region has made over the last five years in moving toward the concepts
described in the Vision. ECT engaged a local consultant to assist with the five-month process which included in-depth interviews with business and public sector leaders, focus
groups and public meetings. Online questionnaires directed toward local businesses, public
sector officials and area residents were also used to gather insights into growth-related issues. Overall there was a general consensus that there has been significant progress toward the Vision in a number of areas. Many believe, however, that some issues such as traffic congestion and water quality have grown worse over the past few years and that there is still a need for greater coordination on
regional issues. In addition, many smaller communities lack the resources needed to plan for
their rapid growth and the lack of county land use authority is a significant barrier to addressing many growth challenges. These results and other insights from the Vision Progress Assessment will be used to inform the ECT strategic planning process that is being conducted this summer and at an ECT Board Retreat in September.Click here to read the executive summary from the report, click here for the demographic and statistical addendum, click here for a summary of significant regional initiatives over the past five years, or click here to download a PDF of the full report.

Community Stewardship Awards Event Brings Region Together
 More than 600 people from across the five-county region were on hand to celebrate the recipients of the 2008 ECT Community Stewardship Awards. The award recipients were: New Development - 360 Condominiums; Redevelopment - Robert Mueller Redevelopment; Pioneer - Representative Mike Krusee; Public Planning and Policy - North Burnet/Gateway Master Plan; Raising Public Awareness - DOWNTOWN television program; W. Neal Kocurek Legacy Award - Pete Winstead.
An insightful and information-filled keynote presentation was given by regional planner John Fregonese of Fregonese Associates, lead consultant for the visioning work of Envision Central Texas and numerous other projects throughout the country. Regional Greenprint for Growth Begins
The Central Texas Greenprint for Growth officially kicked off in Hays County on May 7. More
than 50 community leaders from throughout Hays
County gathered to participate
in the first Greenprint for
Growth workshop to establish goals and criteria for land conservation priorities. The "Greenprinting" process provides both a
tool and a methodology for a diverse array of stakeholders in a specific area to come together and
identify their key parkland, water quality, habitat and other land conservation goals and priorities, helping them guide
growth and invest community resources wisely. "Greenprint" is an initiative of the Capital Area Council
of Governments, Envision Central Texas, and The Trust for Public Land. Work in Bastrop and Caldwell Counties is also beginning this summer. Click here to read more about the Greenprint process.

Test D rive ECT's Quality Growth Toolbox
Scores of resources are now available online to help communities plan for growth. Whether the goal is improving mobility, preserving open space or financing new facilities, the Quality Growth Toolbox is the go-to place for techniques and "best practices" to identify creative approaches to solving tough planning challenges.
Envision Central Texas, in partnership with the
School of Architecture at the University of Texas at Austin, offers this online compendium of over 100 different planning resources that provide effective, context sensitive strategies and approaches to achieve quality growth goals that align with the principles articulated in the regional Vision.
The
toolbox is still in a "beta" or test mode through this summer, so we need your feedback and
suggestions for improvement. So check it out today and help us continue to improve

Calthorpe Brings Insights to Local Issues
 Hundreds gathered on April 3 to hear from internationally recognized regional and urban planner Peter Calthorpe (far right) during the Congress for the New Urbanism XVI Conference in Austin. Calthorpe, a consultant for the extensive Envision Central Texas visioning project, examined the rationale for regionalism and visioning and gave insights into ways in which the region can make its vision a reality and take actions that foster sustainable growth and development. Bastrop County Judge Ronnie McDonald and Leander Mayor John Cowman participated in a panel discussion with Calthorpe and brought their perspective of how growth issues are playing out at the local level. North Burnet/Gateway Master Plan The North Burnet/Gateway Master Plan is a
30-year redevelopment plan for transforming 2,300 acres of land in north Austin into what some have called a "second downtown." The major impetus for the North
Burnet/Gateway Master Plan was the Capital Metro commuter rail station to be
located within the project boundary and the potential Austin-San Antonio
Intermunicipal Commuter Rail being considered. Out of an extensive planning process came a redevelopment vision for the
area to transform the aging, auto-oriented commercial and industrial uses into
a livelier mixed-use neighborhood that is more pedestrian-and transit-friendly, able to accommodate a significant number of new residents and serve as a model for a

The Capital Area Council of Governments provides a rich array of data resources for the region and has now enhanced their mapping functionality so that users with Google Earth (free to download) can view CAPCOG's geospacial data with this cool new tool. Plan now for two events you won't want to miss in September! The Nature Conservancy of Texas hosts its Conservation Leadership Awards Luncheon on September 12. The second annual Lost Pines NatureFest and TPWD Paddling Trail Launch will be taking place at Bastrop's Fisherman's Park on September 27.
Austin will host the National Conference on Dialogue and Deliberation on October 3-5, 2008. This conference will bring
together hundreds of individuals committed to elevating the quality of discourse around conflict, encouraging
civic involvement and promoting collaborative and thoughtful problem solving
around organizational and societal issues. It will feature national
experts in dialogue and deliberation and offer highly participatory skill-building
